Ideas on removing old clutch

Hi all, about 2 months ago, I discovered a full suspension 9hp Manco Dingo Duce within an hour of me. I grabbed it pretty fast, it was pretty rusty and spanked. Apparently it had sat outside for almost a decade since it was from 1998 and the seller bought it to restore himself around 11 years ago. Anyway, the seller offered to sandblast it for free, which I took him up on. I stripped the frame bare, and now I am dealing with the engine. It is a 9hp Briggs & Stratton vanguard, and it did not run. I managed to get it back after the replacement of a carb, and a coil that literally disintegrated in my hands. the only problem is that the clutch is seised to the shaft, I assume by rust. How might you all go about getting it off. I'm pretty sure the shaft is 1 inch.

You show a picture of everything but the clutch you are trying to remove. If penetrating oil soaking for maybe 24 hours and a pulley puller won't get it off,
then you are probably going to have to cut it off. Safe to assume the clutch is
non functional ?
